Li Keqiang: Ten years of grinding a sword to seize the production of China

In the Zhongyuan area of China, in a factory in Zhengzhou, the orange six-axis robot is accurately capturing all kinds of parts and components, everything is in order. In Dongguan, South China, a company plans to invest 1,000 robots to open "Nobody factory." In Maine, USA, a fire brigade used a drone from Shenzhen, China to provide a life jacket for a boy trapped in a stone in the river; in the Argentine capital of Buenos Aires, a technologically advanced Chinese trains shuttle between the core city and the surrounding satellite city, transporting about 340,000 passengers a day.

These stories were unimaginable in the 1990s - when IBM's intelligent robot "Deep Blue" defeated Gary Kasparov, the world's number one chess player at the time, China was in the global manufacturing industry. The proportion of total output is less than 3%, and today the figure is close to 25%, ranking the world's number one manufacturing power.

However, in the view of Premier Li Keqiang, although “Made in China” has created a globally popular glory in the past, there is still much room for improvement. In the "Government Work Report" of the two sessions this year, he first proposed the ambitious plan of "Made in China 2025", which will vigorously promote the deep integration of informatization and industrialization as the main direction of "Made in China" in the next 10 years.

The State Council executive meeting on March 25, 2015, deployed to accelerate the implementation of "Made in China 2025" to achieve industrial upgrading. Li Keqiang emphasized that China is still in the process of industrialization, and manufacturing is still an important pillar and foundation of the national economy. It cannot be ignored.

If you retrieve Li Keqiang’s previous State Council executive meetings since he took office, you will find that this action plan has a clear thread – the 100 State Council executive meetings held so far, at least 11 issues are directly related to the promotion of “Made in China”.

This is one of the most concerned topics of Premier Li Keqiang. "China's economy has developed to this day, and it is unsustainable to rely on cheap labor. But in the equipment manufacturing industry, we still have huge room for development and improvement." At the executive meeting on June 17 this year, the Prime Minister said, "If made in China." Focusing on shifting from consumer goods to Chinese equipment, we can effectively promote China’s economic upgrading and move to the mid-to-high end."

Let China make "a decade of grinding a sword", a new step in ten years

The "Made in China 2025", which has been developed in the past three years, is regarded as the first 10-year roadmap to complete China's transition from a manufacturing power to a manufacturing power in three decades.

When the State Council promulgated this programmatic document on May 19 this year, analysts immediately noticed that the contents were discussed directly at the State Council executive meeting. For example, increase financial support for manufacturing enterprises to “go global”; deploy and accelerate the development of modern vocational education to transport talents for manufacturing in China; decide to promote the integration and development of third-party logistics and manufacturing; and promote the joint development of express delivery industry and manufacturing industry.

At the State Council executive meeting on March 25, 2015, the Prime Minister directed the "Made in China 2025" action plan: "Can't 'brow the eyebrows and beards', all aspects are written. Then there is no point."

He further explained that the plan can't be "big and full, shouting slogans", but to clear the direction, refine the standards, highlight the key points, and do the work carefully. The Prime Minister expressed appreciation for the “Green Book Catalogue System” listed in the plan. He believed that this catalogue clearly defined the future upgrading direction, standards and key points of China's manufacturing key areas, and policies such as fiscal, taxation, finance, and talents should be tilted.

Li Keqiang finally said: "The so-called do-it-yourself, do something. If you can complete the breakthrough in some areas, you can lay a good foundation for the future, let China make 'a decade of grinding a sword', ten years ago New step!"

"Made in China 2025" is timely introduced at the right time

On October 10, 2014, at the Sino-German Economic and Technological Forum, Premier Li Keqiang gave a delicate Luban lock to German Chancellor Merkel. He said that this is the work of students from the Sino-German Vocational and Technical College in Tianjin, China, which implies the deep integration of Sino-German manufacturing.

When he visited Germany in October 2014, Premier Li Keqiang presented a "mystery gift" to German Chancellor Merkel: a "Luban lock" made by three Chinese students using German machine tools.

Luban is recognized as the originator of Chinese craftsmen, while "Made in Germany" is the benchmark for modern manufacturing. Some commentators interpret the deep meaning of the Prime Minister's gift to Merkel for the "Luban Lock": the story of more than 1,000 years and the story of more than 100 years, the cooperation between the world's largest manufacturing country and the most sophisticated manufacturing countries is expected.

In fact, when people refer to "Made in China 2025", they tend to compare Germany's "Industry 4.0". This formulation first appeared at the Hannover Messe in Germany in 2013 and quickly rose to Germany's national strategy to support the development and innovation of a new generation of revolutionary technologies in the industrial sector.

Regaining manufacturing advantages through technological advancement and industrial policy adjustment is almost the choice of all industrial powers. To this end, the United States has formulated "re-industrialization" and "advanced manufacturing partnership program"; Japan has begun to implement "re-emergence strategy"; South Korea has thrown out "new power strategy"; France has also proposed "new industry France."

At a time when many industrial powers have introduced various industrial upgrading plans, the timely introduction of “Made in China 2025” is timely. The British "Economist" magazine commented that many people take it for granted that at a certain time, China's manufacturing power will hand over "the baton" to other countries because of lack of stamina, but now China not only does not let go, but instead Knock the stick tighter.

After sorting out the State Council executive meeting held since the formation of the new government, "Internet +" and Chinese equipment "going out" are regarded as two accelerators that Li Keqiang found for "Made in China 2025". He repeatedly stressed that it is necessary to promote the integration of mobile Internet, cloud computing, big data, and the Internet of Things with modern manufacturing.

The key to advancing "Made in China 2025" is to promote "China's wisdom"

Premier Li Keqiang once mentioned a story at a State Council executive meeting last year: he visited Europe more than 10 years ago. When a company visited, a metal rod poured out by a skilled worker. "No bubble, no machine." Well!” The head of the company at the time said that the worker’s annual salary was more than 200,000 euros, “higher than the salary of the person in charge”.

"What we lack most is such a senior mechanic." Li Keqiang said. One of the topics of the day's executive meeting is to train hundreds of millions of engineers, senior technicians and high-quality professional talents to improve the market competitiveness of China's manufacturing and Chinese equipment, and promote economic upgrading and efficiency upgrading.

Li Keqiang has always emphasized the role of “talent” and “innovation” when drawing a road map for “Made in China”. “The key to advancing 'Made in China 2025' is to promote China’s 'intelligence'.” He pointed out at the executive meeting on June 17, 2015 that “the gathering of the wise and the wise will become a major event”, through mass entrepreneurship and innovation. Using hundreds of millions of people to create new ideas to stimulate market vitality and truly promote the intelligent transformation of Chinese manufacturing."

Some commentators said that a move from "Made in China" to "Made in China" requires a bridge. This bridge is "Made in China 2025".
