In order to implement the requirements of "simplifying administration, delegating power, integrating and optimizing services," and solving problems found in the course of use, we hereby notify the following major changes to the "Regulations for the Administration of Employer's Labor Protective Products":

The second paragraph of Article 7 is deleted. "Employment units are encouraged to purchase and use labor protection articles that have safety signs."

Employer's labor protection supplies management practices

Chapter One General Principles

Article 1 regulates the use and management of labor protection products of employers, and guarantees the safety and health of workers and related rights and interests. According to laws, administrative regulations and rules such as the "People's Republic of China Safe Production Law" and "The People's Republic of China on Occupational Disease Prevention Law," etc. Develop this specification.

Article 2 This Code applies to the management of labor protection articles of employers of enterprises, institutions and individual economic organizations within the territory of the People's Republic of China.

Article 3 The term "labor protection equipment" as used in this Code refers to personal protective equipment that is provided by the employing unit for the laborer so that it is free from or reduces the risk of accidental injury and occupational disease during the labor process.

Article 4 Labor protection supplies are provided by employers, and auxiliary and preventive measures that guarantee the safety and health of workers shall not substitute labor protection articles for engineering protection facilities and other technologies and management measures.

Article 5 The employing unit shall improve the management system and strengthen the management of the provision, distribution and use of labor protection articles.

Article 6 The employing unit shall arrange for special funds to be used for the provision of labor protection articles, and shall not be replaced by money or other articles. The cost is included in the production cost, according to actual expenditure.

Article 7 The employing unit shall provide laborers with labor protection articles that conform to national standards or industry standards. The use of imported labor protection supplies, its protective performance shall not be lower than the relevant standards in China.

Article 8 The laborer shall wear and use labor protection articles correctly in accordance with the rules and regulations and the rules for the use of labor protection articles during the operation.

Article 9 The labor dispatching workers used by the employing unit and the students accepted for internship shall be integrated into the unit's personnel and shall be equipped with corresponding labor protection articles. For other migrants at the work site, they must wear and use labor protection equipment in accordance with the same standards as the laborers doing the work.

Chapter 2 Selection of Labor Protection Products

Article 10 Labor protection articles are divided into the following ten categories:

(1) Head protection products against physical, chemical and biological dangers and harmful factors to the head.

(b) Respiratory protective equipment for the prevention of hypoxic air and air pollutants entering the respiratory tract.

(3) Eye and face protection products against eye and facial injuries against physical and chemical hazards and harmful factors.

(4) Anti-noise hazards and ear protection products such as waterproof and cold-proof.

(5) Hand protection products that are harmful to the opponent's department against physical, chemical and biological hazards and harmful factors.

(6) Foot protection products against physical and chemical hazards and harmful factors to the foot.

(7) Trunk protection products against physical, chemical and biological hazards and harmful factors to the trunk.

(8) Skin care products that protect against physical, chemical and biological hazards and harmful factors that damage the skin or cause skin diseases.

(9) Fall protection products that prevent work workers from falling or falling from high places.

(10) Other labor protection articles against dangerous and harmful factors.

Article 11 The employing unit shall, in accordance with the procedures for identification, evaluation, and selection (see Attachment 1 ), combine the working methods and working conditions of the laborers, and consider their individual characteristics and labor intensity, and select protective equipment and protective equipment suitable for their effects.

(1) Workers exposed to dust, toxic and hazardous substances shall be equipped with appropriate respirator (see Annex 2 ), protective clothing and protective gloves according to different types of dust, concentration of dust and content of free silica and type and concentration of poisons. (2) For workers exposed to noise, when exposed to workplaces with 80dB≤LEX, 8h<85dB, the employer shall equip the workers with the applicable hearing aids; when exposed to LEX, 8h ≥85dB of work At the site, the employer must equip workers with suitable hearing aids and instruct workers to wear and use them properly (see Annex 2). Specific reference can be made to the "selection guidelines for hearing protectors" (GB/T23466).

(3) If there is a hazard of ionizing radiation in the workplace, and the hazard assessment confirms that the laborer is required to wear protective articles for labor, the employer may refer to the relevant standards of ionizing radiation and the “Basic Requirements for Personal Protective Equipment Provision” (GB/T29510) as labor. Workers are equipped with labor protection equipment and guide their correct use and use.

(4) For those workers who are involved in operations such as falling objects, debris splashes, rotating machinery and sharp instruments, the employer may also refer to "Personal Protective Equipment Selection Standards" (GB/T11651) and "Head Protection Hardhat Selection Specifications". (GB/T30041) and "Safe Use of Fall Protection Equipment" (GB/T23468) and other standards provide laborers with suitable labor protection supplies.

Article 12 Where there are different types of dangerous or harmful factors in the same workplace, laborers shall be provided with labor protection articles of various types of hazards. Labor protection supplies that need to be equipped at the same time must also be considered for compatibility.

Where workers work in different locations and are exposed to different hazards or harmful factors, or are exposed to different harmful factors, the selected labor protection articles shall meet the protection requirements of different workplaces.

Article 13 The selection of labor protection articles shall also take into consideration the suitability and basic comfort of the wearer's wear, and choose the fit type and style according to individual characteristics and needs.

Article 14 The employing unit shall be equipped with emergency labor protection articles in toxic and hazardous workplaces where acute occupational injuries may occur, and shall be placed near the site with eye-catching signs.

The employing unit shall equip the laborers for patrolling and other liquidity operations with personal emergency protective equipment to carry with them.

Chapter III Procurement, Distribution, Training and Use of Labor Protective Products

Article 15 Employers shall formulate standards for the provision of labor protection equipment appropriate to the unit based on the types of hazards and harmful factors in the workplace of the laborer, the degree of hazards, the conditions of the labor environment, and the effective use time of labor protection articles (see Annex 3 ).

Article 16 Employers shall formulate procurement plans in accordance with the standards for the provision of labor protection equipment and purchase qualified products that meet the standards.

Article 17 The employing unit shall inspect and preserve the original or copy of the quality certification documents such as labor protection articles inspection reports.

Article 18 The employing unit shall issue labor protection articles in accordance with the equipment standards formulated by the unit and make registration (see Annex 4 ).

Article 19 Employers shall provide laborers with training in the use, maintenance, and other professional knowledge of labor protection supplies.

Article 20 The employing unit shall supervise the laborers to inspect the labor protection articles before using the labor protection articles to ensure the appearance is intact, the parts are complete, and the functions are normal.

Article 21 Employers shall regularly check the use of labor protection articles to ensure that workers use them properly.

Chapter IV Maintenance, Replacement and Disposal of Labor Protection Products

Article 22 Labor protection articles shall be properly preserved according to requirements and replaced in a timely manner to ensure that they are within the validity period.

Public labor protection products should be kept by the workshop or the team and maintained regularly.

Article 23 The employing unit shall carry out regular maintenance and overhaul of emergency labor protection articles, regularly check the performance and effects of labor protection articles, and ensure that they are intact and effective.

Article 24 Employing units shall be issued in accordance with the periodical period for the release of labor protection equipment. If the equipment is damaged in the course of work, the employing unit shall promptly replace it.

Article 25 Labor protection articles with high requirements for safety performance, such as safety helmets, respirator, and insulating gloves, shall be forcibly discontinued upon expiration in accordance with the minimum indicators of effective protection functions and effective period of use.

Chapter V Supplementary Provisions

Article 26 The place of work referred to in this Code refers to the post and place of work where the laborer is engaged in professional activities or production management and stays regularly or regularly.

Article 27 The management of labor protection articles in coal mines shall be implemented in accordance with the "Standard for the Provision of Personal Protective Equipment for Occupational Safety and Health in Coal Mines" (AQ1051).

2. Ceramic manufacturing: widely used as a binder in the manufacture of ceramic products.

3. Coatings industry: As a thickener, dispersant and stabilizer in the coatings industry, it has good compatibility in water or organic solvents. Can be used as a paint remover.

4. Ink printing: as a thickener, dispersant and stabilizer in the ink industry, it has good compatibility in water or organic solvent.

5. Plastic: as a mold release agent, softener, lubricant, etc.

6. Polyvinyl chloride: As a dispersant in the production of polyvinyl chloride, it is the main auxiliary agent for the preparation of PVC by suspension polymerization.

7. Other: This product is also widely used in leather, paper products, fruit and vegetable preservation and textile industry.
