At the same time, the "Notice" stipulates that, before June 30, 2012, in principle, it will continue to temporarily suspend applications for the registration and exploitation of new high alumina clay and fluorite deposits.

Total mining volume decreased by 4.4% and 4.5% respectively

It is reported that in 2011, the total control index of high-aluminum clay mining in the country was 4.3 million tons (ore), of which 3.39 million tons were issued in various provinces and cities, and 910,000 tons was not set aside; the total control index for fluorite mining was 10.5 million. Tons (ore), 10 million tons of which are issued by provinces and cities, and 500,000 tons is not set aside temporarily.

In 2010, for the first time, China's high-aluminous clay and fluorite mines were subject to total mining control and management. At that time, the total control index for high-alumina clay mining was 4.5 million tons, and the total amount of fluorite mining was 11 million tons. It can be seen that if the reserve is not taken into account, the total mining volume of high-aluminum clay and fluorite mines in China will be reduced by 4.4% and 4.5%, respectively, in 2011, and the total tightening trend is obvious.

The Ministry of Land and Resources notice requires that all localities implement the control indicators at the city, county, and mining enterprises, and implement them at various levels, and report the implementation of the indicator decomposition to the public after the end of May.

In 2001, the average price of China’s fluorite exports was around US$100/ton, and it had risen to US$250/ton in 2010. As far as the domestic market is concerned, the price of fluorite from manufacturers in the second half of 2010 was 1,500–1,700 yuan/ton.

The first entrepreneurial analysis report indicated that there is a strong expectation for integration of domestic fluorite resources in order to protect domestic fluorite resources and realize the upgrading of the fluorine chemical industry. The integration of upstream fluorite resources will lead the entire fluorine chemical industry in China to become a “golden industry”.
